As a result, 17 companies were penalized for failing to implement proper occupational disease prevention measures and for having workers diagnosed with occupational diseases. According to the head of the Occupational Health Division at the Municipal Safety Supervision Bureau, in April 2013, the city launched a special cleanup campaign in the sanitary ware industry. Over 80 companies were issued rectification notices, 25 cases were filed, and 17 companies received administrative penalties, resulting in a total fine of 1.408 million yuan. Most of the punished companies belonged to the ceramic sanitary ware sector. The official emphasized that the city has strictly enforced the "three simultaneous" principle for occupational health in new construction projects — meaning that occupational disease prevention facilities must be planned, constructed, and put into use simultaneously with the main project. This year, the number of approved projects in the province ranks first.
The official explained, "The main reason why occupational diseases occur is that some projects lack necessary safety measures from the very beginning. Ensuring proper implementation of the 'three simultaneous' principle is crucial for preventing occupational diseases at their source."
It was also reported that in 2013, the city created occupational health records for 9,160 enterprises, covering 76.92% of all declared businesses. This year, the city will continue to establish demonstration enterprises under the occupational health supervision system. In addition to ongoing oversight of the sanitary ware industry, special occupational health measures will be implemented to address dust exposure in cement manufacturing and stone processing companies.
