In Yunnan Province, approximately 600 to 700 people are diagnosed with occupational diseases each year. However, due to the limited availability of specialized care, most patients have to rely on general hospitals for outpatient treatment. Zhao Hongyu, director of the Occupational Disease Rescue Center in Yunnan and head of the Occupational Diseases Department at the Third People’s Hospital, expressed a strong desire for the establishment of a dedicated occupational disease hospital in the province. Zhao highlighted that the central and eastern parts of the province, which host a large number of industrial and mining enterprises, also see a higher concentration of occupational disease cases. Among the most common conditions are heavy metal poisoning, toxic gas exposure, and silicosis. Despite the growing need for specialized care, the number of qualified professionals remains insufficient.
Currently, only 1,000 doctors in the province hold both the "Practitioner's Qualification Certificate" and the "Occupational Disease Diagnosis Certificate." There are 20 institutions authorized to diagnose occupational diseases, but their capabilities vary significantly. Most of these centers are located in Kunming, while only a few exist in other regions. Due to outdated infrastructure and limited resources, many diagnostic facilities lack the necessary equipment and expertise. Additionally, each diagnosis must be conducted by three certified physicians, leading to inefficiencies and long wait times.
As a result, many patients travel to Kunming for treatment, despite the burden this places on the city's healthcare system. The process of diagnosing an occupational disease is complex and requires not only medical knowledge but also a deep understanding of labor laws and social insurance regulations. While the social insurance administrative department no longer conducts extensive investigations, it still verifies employment and insurance relationships before approving claims.
Zhao emphasized the importance of timely and accurate diagnoses, noting that the average processing time is around 30 working days. Given the high workload, he stressed the need for diligence and professionalism. At the same time, the Yunnan Provincial Occupational Poison Treatment Center, located at the Third People’s Hospital, faces challenges due to a shortage of qualified doctors. Staff often juggle multiple responsibilities, including conducting health checks and inspections for companies across the province.
With over 132 types of occupational diseases recognized under national law, including pneumoconiosis, radiation sickness, and various forms of poisoning, the need for better infrastructure and more trained professionals has never been greater. The revised "Occupational Diseases Catalogue," announced in 2013, added 18 new conditions, further increasing the demand for specialized care.
Zhao Hongyu hopes that Yunnan will soon establish a dedicated occupational disease hospital to improve access to professional treatment and enhance the overall quality of care for affected workers.
