On the 3rd, the Guangdong Provincial Price Bureau released an official statement announcing the launch of the "Administrative Measures for Pipeline Gas Prices (Trial)" after extensive consultations. This new policy introduces a dynamic pricing mechanism for pipeline gas, aiming to ensure more flexible and market-responsive regulation.
Effective from January 1, 2013, the measures cover various aspects of gas pricing, including the gate station sales price, urban pipeline gas sales price, and generation and replacement prices. The provincial price authority will be responsible for setting and adjusting the gate station sales price within Guangdong, while municipal and county governments will handle the urban pipeline gas sales price with appropriate authorization.
The administrative framework emphasizes dynamic management of gate station prices. If the gas source price fluctuates by more than 8% or if it has been six months or more since the last adjustment, the provincial price department will review and adjust the rates accordingly. Additionally, if the gas price remains unchanged for two consecutive years, pipeline companies must submit a proposal for approval by the provincial authorities.
For urban pipeline gas, the pricing will be adjusted based on user categories and changes in gas costs. A cost-linkage mechanism will be established to ensure that price adjustments reflect actual operational expenses. Municipalities and counties are required to hold public hearings and submit these plans to the provincial price bureau for record-keeping.
The Guangdong Provincial Price Bureau also emphasized that pipeline gas companies must comply with national laws and regulations. Any failure to implement government-set prices, unauthorized charges, or forced service fees outside the regulated pricing structure will be investigated and penalized according to legal procedures. All charges must be officially approved and clearly disclosed, or they may face regulatory action.
This reform is expected to bring greater transparency and fairness to the gas pricing system in Guangdong, aligning it more closely with market dynamics and consumer needs.
