On January 3rd, the Guangdong Provincial Price Bureau released an official announcement regarding a new regulatory framework for pipeline gas pricing. After thorough discussions and consultations, the bureau officially introduced the "Administrative Measures for Pipeline Gas Pricing (Trial)", which is set to take effect from January 1, 2013. This initiative marks a significant step toward more flexible and market-oriented gas pricing in the province.
Under the new measures, pipeline gas prices will be divided into three main categories: gate station sales prices, urban pipeline gas sales prices, and generation and replacement prices. The provincial price authority will be responsible for setting and adjusting the gate station sales prices within the province. Meanwhile, municipal and county governments will have the authority to adjust the sales prices of urban pipeline gas, ensuring localized responsiveness to market conditions.
One of the key features of the administrative measures is the dynamic management of gate station sales prices. If the fluctuation in gas source prices exceeds 8% or if it has been at least six months since the last adjustment, the provincial price department will review and update the pricing accordingly. Additionally, if the gas source price remains unchanged for two consecutive years, pipeline companies are required to submit a detailed proposal to the provincial authorities for approval and verification.
For urban pipeline gas, the pricing will be adjusted based on user type and changes in gas costs. A cost-linkage mechanism will be established to ensure that price adjustments reflect actual operating costs. Local governments must organize public pricing hearings as required by law and file these plans with the provincial price authority for record-keeping purposes.
The Guangdong Provincial Price Bureau emphasized that all pipeline gas companies must strictly comply with national laws and regulations. Any failure to implement government-set or guided prices, unauthorized price increases, or additional charges beyond the approved pipeline gas rates will be subject to legal consequences. All unapproved or non-transparent fees will be investigated and penalized by the relevant pricing authorities according to applicable laws.
