The photovoltaic double-counter in Europe and the United States is always spurring the sensitive nerves of Chinese PV companies.

Following the levy of anti-dumping duties on China's crystalline silicon photovoltaic cells and components in 2012, on June 3, the US Department of Commerce again ruled that there was a subsidy for crystalline silicon photovoltaic products imported from China, requiring 35.2% of China's solar energy. The panel imposes additional import tariffs, which also marks a further escalation of the PV industry trade war since 2012.

A related person from the Jiangsu Provincial Department of Commerce said that the United States launched a second round of double-reverse investigations, which can be said to be a comprehensive control of China's export of photovoltaics, and the largest impact on Jiangsu PV companies. Insiders pointed out that if the US double-reverse can force China's PV industry to make reasonable adjustments, and urge product upgrades and capacity adjustments, so that the industry to develop in a healthy direction, it is not a good thing.

PV industry trade war upgrade /

On June 3, the US Department of Commerce once again ruled that there was a subsidy for crystalline silicon photovoltaic products imported from China, requiring additional import tariffs on 35.2% of Chinese-made solar panels.

On May 21, during the Shanghai International Solar Energy Industry and Photovoltaic Engineering Exhibition, China Chamber of Commerce for Import and Export of Mechanical and Electrical Products, China Renewable Energy Society, China Photovoltaic Industry Alliance, China Recycling Economy Association Renewable Energy Professional Committee, Asian Photovoltaic Industry Association on behalf of China The photovoltaic industry issued a formal joint statement, which expressed firm opposition to the US double-reaction investigation, but the US double-anti-bar is still coming.

In 2012, the US Department of Commerce ruled to impose an anti-dumping duty of 18.32% to 249.96% on China's crystalline silicon photovoltaic cells and components, and a countervailing duty of 14.78% to 15.97%. This time, it is already the second time for the United States to double-counter against Chinese PV companies.

In addition, according to the statement of the US Department of Commerce, it was initially determined that China's crystalline silicon photovoltaic products exported to the United States received excessive government subsidies, with a subsidy range of 18.56% to 35.21%. Based on the preliminary results of the subsidy, the US Department of Commerce will notify the US Customs to impose a corresponding margin on the above-mentioned products exported by China.

At the same time, in response to a complaint from the German branch of the German photovoltaic giant Solar World, the US Department of Commerce initiated anti-dumping and countervailing investigations on crystalline silicon photovoltaic products imported from China on January 23 this year.

According to the US procedures, the US Department of Commerce and the US International Trade Commission will finalize the above investigations in August and October, respectively. If both institutions make a positive final ruling, it is determined that such products imported from China cause substantial damage or threat to the relevant industries in the United States. The US Department of Commerce will require US Customs to impose anti-dumping and countervailing duties on related products.

Double anti-"damage to others" /

In fact, the United States' PV dual-reverse is a behavior that harms people. American think tank scholars and the American Solar Industry Association warned that many US solar manufacturers rely on the global PV supply chain, and the US double anti-tariff practices will also harm the interests of downstream companies in the US solar industry.

The US Department of Commerce just made a ruling that the equivalent solar energy alliance representing about 90 US solar companies issued a statement on the same day, expressing disappointment with the decision of the Ministry of Commerce, saying that this is a major setback for the entire US solar industry, because it will push Increase the price of US solar products and reduce solar-related jobs.

The alliance also accused the US Department of Commerce of expanding the scope of PV product surveys, completely ignoring the current effective rules of origin, and not complying with its 2012 ruling on the scope of PV product surveys. The alliance believes that trade litigation alone cannot solve the global dispute over photovoltaic products. The best way is for the US and Chinese governments to resolve the dispute.

According to a survey released by the US non-profit Solar Energy Foundation, the US solar industry employed about 143,000 people last year, about half of which came from solar installation related jobs, and only 21% of solar manufacturing related jobs. In terms of new employment, last year's solar industry employment growth was about 20%, most of which came from solar installation, sales and distribution, and project development. Solar manufacturing related positions increased by less than 1%. In addition to the high price of solar energy products in the United States, it also has a huge impact on its own employment. Therefore, this kind of behavior in the United States is undoubtedly harming people." Photovoltaic industry expert Zhao Yuwen told the reporter of "Daily Economic News (Weibo)".

Meng Xianyu, vice chairman of the China Renewable Energy Society, said that the US Department of Commerce's current investigation is the continuation of the last double-reverse investigation of China's PV products. The main purpose is to suppress China by restraining China's role in the new energy market. An unfair trade protectionism is not good for China and the United States."

In addition, the US Department of Commerce also announced that it will announce an additional anti-dumping tariff on Chinese solar panels on July 25. Regarding the US Department of Commerce's ruling, the Chinese Ministry of Commerce expressed the hope that the US government will abide by its commitment to oppose trade protectionism, jointly safeguard a free, open and fair international trade environment, and properly handle trade frictions in a more rational way.

Jiangsu PV companies have been hit hard again

The US Department of Commerce said in the statement that it will impose a 35.21% preliminary tariff on solar panels imported from Wuxi Suntech and five other companies, and an 18.56% tariff on solar panels imported from Trina Solar, from other Chinese manufacturers. Imported solar panels impose a tariff of 26.89%.

As a major PV province, Jiangsu is undoubtedly the most affected province. A related person from the Jiangsu Provincial Department of Commerce said that the second round of double-reverse investigation initiated by the United States can be said to be a comprehensive control of China's export of photovoltaics. "A new round of investigations has included China's Taiwan in the scope of double-reverse, with the aim of comprehensively limiting China's PV to the United States. Exports of products, while Jiangsu PV companies have the largest exports to the United States, so they have a greater impact on Jiangsu PV."

As we all know, the current global PV market focus shifts from Europe and the United States to emerging markets. Among the total exports of photovoltaic products in China, exports to the United States accounted for 13.64% last year. According to the United States, PV installations this year are about 5GW to 6GW, more than half of which are Chinese component products.

This means that the new round of US double-reaction will affect China's PV products exports of 2 billion to 3 billion US dollars. According to the "Daily Economic News" reporter, the last anti-dumping tax rate of 18.32% to 249.96% initiated by the United States and the countervailing duty rate ranging from 14.78% to 15.97% led to the export of Jiangsu's 1.3 billion US dollars of photovoltaic products, accounting for the whole country. More than 40%, many companies have to give up the US market. The double-reaction of this time will not affect the photovoltaic industry in Jiangsu by less than the last US$1.3 billion.

Regarding the ruling made by the US Department of Commerce, Jiangsu PV companies have given strong opposition. On May 21, in China's PV industry opposed to the second US double-reverse press conference, Trina Solar, Artes and other Jiangsu PV companies made it clear that China's PV industry did not dump at all, and there was no illegal subsidy. The photovoltaic industry is the world's industry. Any obstacles set by man-made will cause significant losses to China and the United States, and calls for the negotiation of trade disputes through consultations.

Yang Huaijin, CEO of Hairun Photovoltaic, said that the double-reverse investigation of the United States is unacceptable. This result cannot protect American companies. Because the market training of American companies is based on high government subsidies, in the long run, there are only low prices like China. Suppliers have an advantage. "Subsidies are not a long-term solution. This kind of malicious behavior against China has already indicated that they have lost their advantage in the market. The United States only considers the investigation application of individual companies itself is irrational."

Accelerating the industry transformation

Meng Xianzhao believes that the US double-reverse investigation also reminds the Chinese PV industry. If China wants to have a place in new energy, it must have innovation ability and core technology to have more right to speak.

Hu Lei, general manager of the marketing center of Zhonghaiyang Energy Group Co., Ltd., said that the domestic demand for photovoltaic products has gradually increased this year. Now the domestic market has the corresponding ability to withstand pressure, so the US behavior is compared with the previous EU double-reverse investigation. Waves."

Wang Guiqing, vice president of China Chamber of Commerce for Import and Export of Mechanical and Electrical Products, told reporters that 90% of the photovoltaic products produced in China in the past were exported to foreign countries. From last year to now, the domestic market has developed well and the foreign markets are more diversified. “70% of the original exported PV products were exported to Europe, and about 20% were exported to the US. Now Europe’s share has fallen sharply, and the US’s share has shrunk, while the Asian market has accounted for nearly 50%.”

Zhongyu Information analyst Pan Xingsheng believes that from the current development of the domestic PV industry, it is also facing the problem of overcapacity. Although the output is huge, the products lack core technology and the quality is not up to the advanced level. Moreover, domestic and downstream supporting projects have poor internal demand, and products rely on export digestion.

Wang Xiaokun, an analyst with Zhuo Chuang Consulting, pointed out that China's current PV products are developing with disease. If this double-reverse can force China's PV industry to make reasonable adjustments, it will make the industry develop in a healthy direction. It is not a good thing.

Meng Xianyu said that if China wants to have a place in new energy, it must have innovative capabilities and core technologies. "In the past, many industries, including the photovoltaic industry, have occupied the market by expanding the scale and lowering the price. Now this road is not smooth, and our development ideas need to be adjusted. In the future, we must rely on the technology zone to occupy the market, core technology. And high-end products are the core competitiveness. This way of adjusting the industrial structure and economic growth is consistent with the general direction of national adjustment. The behavior of the US should prompt us to think about how China has changed from a manufacturing power to a manufacturing power."
