The six rules issued by the “Rules” require Beijing, Tianjin, Hebei and surrounding areas to compress electrolytic aluminum and other production capacity.

On September 18, the Ministry of Environmental Protection, along with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, and the Energy Bureau, jointly released the Detailed Rules for Implementing the Air Pollution Prevention and Control Action Plan in Beijing, Tianjin, and Hebei. These rules aim to significantly reduce air pollution in the region. By 2017, the PM2.5 concentration in Beijing, Tianjin, and Hebei is expected to drop by approximately 25% compared to 2012 levels, while Shanxi and Shandong are set to see a reduction of around 20%, and Inner Mongolia by about 10%. Specifically, Beijing's annual average PM2.5 level should be controlled at around 60 μg/m³. To achieve these goals, the "Rules" impose strict industrial and environmental access standards across the Beijing-Tianjin-Hebei region and surrounding areas, which include Beijing, Tianjin, Hebei, Shanxi, the Inner Mongolia Autonomous Region, and Shandong Province. New projects in industries suffering from severe overcapacity—such as steel, cement, electrolytic aluminum, flat glass, and shipbuilding—will not be approved. Additionally, the rules require that the backward production capacity tasks outlined in the "12th Five-Year Plan" be completed one year ahead of schedule. Regions that have not met their phase-out targets will face stricter controls on state-sponsored investments, and key industry projects will need to go through rigorous approval processes before being authorized. The "Rules" also emphasize accelerating the elimination of outdated production capacity. By the end of 2017, Tianjin aims to keep its production capacity under 20 million tons within its jurisdiction. Hebei plans to cut more than 60 million tons of capacity, while Shanxi is expected to eliminate 6.7 million tons of outdated production capacity. In Shandong, by the end of 2015, the province had already phased out 21.11 million tons of ironmaking capacity, 22.57 million tons of steelmaking capacity, and reduced total capacity by over 10 million tons, keeping it below 50 million tons.
