At the same time, the rise of electric vehicles and renewable energy concepts has sparked a surge in market enthusiasm. To develop the energy conservation and environmental protection industry effectively, a multi-pronged approach is needed. First, there must be a shift in mindset, embracing ecological civilization and rejecting the outdated notion that economic growth must come at the expense of the environment. The focus should be on long-term sustainability, improving industrial technology, and promoting innovation. Enterprises should take the lead, guided by market forces and supported by government policies. Strengthening technological capabilities, expanding the market, and creating new growth points will help boost domestic demand, stabilize the economy, and drive innovation. Secondly, regional development plans must align with national goals. This includes reducing major pollutants, phasing out outdated production capacities in sectors like steel, chemicals, and paper, and promoting the healthy growth of the photovoltaic industry. Efforts should also focus on reducing chemical oxygen demand, ammonia nitrogen, sulfur dioxide, and nitrogen oxides, especially in the power sector. Thirdly, policy support is essential. This includes reforming environmental taxes, improving sewage charges, and offering price incentives for pollution control measures. Local governments must integrate environmental indicators into performance evaluations and implement strict accountability for ecological damage. The 18th CPC Central Committee’s Third Plenary Session also proposed audits of natural resources assets for officials and a lifelong responsibility system for environmental harm. Finally, both the central and local governments have a vital role to play. While the market should guide resource allocation, the government must provide strategic direction, support, and regulation. By shifting its role from a regulator to a facilitator, the government can unlock the full potential of the energy conservation and environmental protection industry, paving the way for a greener and more sustainable China.
