In order to ease the contradiction of electricity prices, improve the electricity price structure, and promote the development of renewable energy, the State Electricity Regulatory Commission and the National Energy Administration decided to adjust the electricity price level appropriately. The relevant matters are hereby notified as follows:
I. Adjusting the on-grid price of power generation enterprises (1) In order to reasonably reflect changes in coal-fired power plant investment, coal price, coal consumption, etc., Liaoning Province has adjusted the benchmark coal-fired power price of coal-fired units by 0.38 cents per kWh, and the current on-grid tariff is higher than the benchmark. The unit of electricity price adjustment will be adjusted downward according to the above standards.
(2) The desulfurization and price increase standard for coal-fired units in Heilongjiang, Jilin, and Inner Mongolia is adjusted from 1.3 cents per kWh to 1.3 cents, and the price of desulfurization benchmarks for coal-fired units remains unchanged.
(3) The price of power transmission from Heilongjiang coal-fired units to Liaoning increased by 0.5 cents per kWh. Units 1 and 2 of Tongliao Power Plant and Yuanbaoshan Power Plant in eastern Inner Mongolia increased the price of electricity transmission to Liaoning and Jilin by 1 cent per kWh. The transmission price of newly added trans-provincial electricity in the eastern part of Inner Mongolia is executed at 2 cents per kWh.
(4) The feed-in tariff of Ni'erji Hydropower Station is increased by 3 cents per kWh. The on-grid electricity price of the new production units of Songjianghe Power Plant was temporarily executed according to the desulfurization benchmark price of coal-fired units in the northeastern provinces (regions).
Second, rationalize the relationship between power-on price and sales price of power generation enterprises. In August 2008, the increase in on-grid tariffs of national thermal power generation enterprises affected the increase in electricity purchase costs of power grid enterprises, and adjusted the sales price to be diverted.
Third, according to the needs of renewable energy development, in accordance with the "Renewable Energy Law" and "Renewable Energy Power Generation Price and Cost Sharing Management Trial Measures" (Development and Reform Price [2006] No. 7), the renewable energy price additional standard Increase to 0.4 cents per kWh.
4. Increase the sales price of each province (district) by 0.2 cents per kWh, and temporarily use it to solve the problems of the “one household, one meter†transformation investment and the principal and interest of the power grid enterprises.
5. In order to gradually improve the trans-provincial cross-region power transmission price mechanism, the increase in the sales price of Liaoning, Jilin, Heilongjiang and eastern Inner Mongolia includes the transmission price of the Northeast Power Grid Company of 0.1 cents per kWh.
6. Appropriately increase the electricity price of the grid. The average price increase price of electricity sales in each province (district) is 2.8 cents in Liaoning Province, 2.8 cents in Jilin Province, 2.5 cents in Heilongjiang Province, and 2.6 cents in eastern Inner Mongolia. The specific electricity price standards for various types of users after price adjustment are shown in Annexes I to IV.
7. Further optimize the sales price structure. The prices of commercial and non-residential lighting and non-general industrial electricity in Jilin Province, Heilongjiang Province and eastern Inner Mongolia are merged into “General Business and Other†electricity price categories. "General business and other" electricity use to implement the demand side electricity price management system such as peak and valley time-of-use electricity prices.
8. Agree to the same price of electricity for urban and rural residents in the eastern part of Inner Mongolia. Heilongjiang Province implements the same price for urban and rural agricultural production and electricity, and realizes the same price for other categories of electricity within two years.
9. The above electricity price adjustment will be implemented from November 20, 2009. Among them, the power consumption of power users after November 20th can be determined by multiplying the average daily electricity consumption in the corresponding meter reading cycle by the number of days that the adjusted electricity price should be executed.
X. The competent pricing departments of all localities should carefully organize, carefully arrange, and do a good job in propaganda and interpretation to ensure that the measures stipulated in this notice are implemented in a timely manner. If there are any problems during the implementation, please report to our committee in time.
