30 million Taian builds emergency rescue and combat support system

In recent years, the Taian Fire Brigade in Shandong has taken proactive steps to adapt to the evolving demands of emergency rescue operations. With a long-term vision, the brigade has invested over 30 million yuan to establish the province's first-class combat support team. By enhancing the "six mechanisms," it has achieved comprehensive support functions such as equipment supply, fuel provision, fire extinguishing agent replenishment, life support, fire equipment repair, and medical assistance. This has led to the development of an integrated emergency rescue and combat support system characterized by unified command, quick response, coordinated operations, and strong support. To enhance health protection, the brigade established a Medical Support Team, staffing it with two practicing doctors, one nurse, and one hygienist, in line with the Occupational Health Standards for firefighters. The team provides regular health advice, treats common ailments, and offers initial care for injuries sustained during training or combat. For more serious cases, they coordinate with higher-level medical institutions. Clinics, dispensing rooms, observation transfusion areas, and physiotherapy rooms have been set up to ensure efficient healthcare delivery. Basic medical equipment, on-site emergency tools, and essential medicines are available, along with first-aid kits containing commonly used medications, disinfectants, and trauma supplies. Annual health check-ups are conducted, and results are promptly reported to both the fire protection authorities and individual firefighters to enable timely interventions and maintain effective health monitoring. The brigade also improved its social linkage mechanism by establishing a five-minute response system for combat support equipment. Customized gear such as earthquake rescue bags, precision instrument carriers, and personal protective equipment is ready for immediate deployment. In collaboration with seismic stations, supermarkets, transportation departments, gas stations, and hospitals, the brigade has created a robust network for material transfer, significantly improving the speed and efficiency of combat support. A total of 35 units have signed comprehensive emergency rescue agreements, following the principle of decentralized management, centralized call, hierarchical response, and unified coordination to effectively leverage social resources and build a city-wide emergency support system. To enhance technical capabilities, the brigade implemented a training system for equipment technicians. Through selection and centralized training, 19 technicians were assessed and appointed. Regular training sessions with manufacturers and on-site instruction from industry experts have helped develop dual-purpose talents within the detachment. Notably, six top technicians were sent to Suzhou for advanced training, significantly boosting their expertise. The brigade also strengthened its equipment and materials reserve system by building seven emergency storage bases. These include 3,600 pieces of equipment, 6 tons of fire extinguishing agents, 10,000 rescue materials, and 100 tons of additional supplies. Special vehicles such as large water supply trucks, high-elevation firefighting engines, and equipment repair cars have been deployed. County-level squads have established combat protection classes, ensuring a citywide readiness system. To improve equipment management, the brigade classified and labeled all inventory, with detailed identification plates showing equipment details. A warehouse management system was developed, using one-dimensional codes for tracking. When equipment is stored or retrieved, scanning ensures accurate records. The system can quickly locate and mobilize needed items, and if local stock is insufficient, it connects with joint logistics units for rapid support. All outbound equipment is monitored by a sensor alarm system, ensuring security and efficiency. Finally, the vehicle maintenance service mechanism was enhanced with dedicated teams and designated zones for inspection, maintenance, and testing. A special maintenance station for Suzhou Jetta fire trucks was established, offering timely and high-quality repairs. The brigade maintains a well-equipped workshop with 81 types of 138 pieces of tools and spare parts. Safety protocols and maintenance procedures are strictly followed to ensure operational readiness at all times. Regular inspections and maintenance services are provided to keep the city’s firefighting fleet in optimal condition.
