China's new energy automotive industry is getting better

China’s new energy auto industry, which is moving forward, will welcome its policy. The responsible person of the Ministry of Industry and Information Technology recently disclosed at the Global Energy Conservation and New Energy Vehicle Summit that the long-awaited China “Energy-saving and New Energy Vehicle Industry Development Plan (2012-2020)” will be issued by the State Council in the near future.

According to this plan, the main strategic direction of China's new energy vehicles in the future will be pure electric vehicles; the current focus is on pure electric vehicles and plug-in hybrid vehicles.

By 2015, the cumulative production and sales volume of China's pure electric vehicles and plug-in hybrid vehicles will reach 500,000, and by 2020 it will exceed 5 million. The main measures to achieve the above objectives include: implementation of technological innovation, breakthrough in the development of core components; speed up the promotion and application of pilot demonstrations; the construction of charging piles and public charging facilities; improve the standard system and access system management.

In terms of industry structure, by 2020, China will cultivate an automobile group that will produce 1 to 2 new energy vehicles with a production and sales scale of over 1 million vehicles.

So far, China has conducted demonstration and promotion of new energy vehicles in the public service sector in 25 cities, and piloted private subsidies for the purchase of new energy vehicles in six cities. During the period, the demonstration and promotion of various types of energy-saving and new energy vehicles has reached 16,000, including more than 8,000 new energy vehicles. At the same time, in the process of market cultivation and promotion, the number of actual promotions did not reach the expected target because some supporting policies did not follow up.

In addition, statistics from the China Association of Automobile Manufacturers show that in the first quarter of this year, there were only 1,830 pure-electric vehicles sold in China and only 1,499 hybrid vehicles.

Zhang Xiangmu, Director of the Ministry of Industry and Information Technology Department of the Ministry of Industry and Information Technology, said that China’s car ownership has just exceeded 100 million units, accounting for 10% of the world’s total, and that China’s vehicle ownership will continue to grow steadily in the future. Li Yizhong, deputy director of the Economic Committee of the National Committee of the Chinese People's Political Consultative Conference and former Minister of the Ministry of Industry and Information Technology, pointed out that the next decade will be a critical period for China’s auto industry to accelerate its transformation and upgrade and enhance its core competitiveness. According to reports, the relevant departments are currently studying the work plan to further promote the demonstration of new energy vehicles, so as to accelerate the development of new energy vehicles.

The upcoming China "Energy-saving and New Energy Vehicle Industry Development Plan" is also good news: In 2011-2020, purchase of pure electric vehicles and plug-in hybrid vehicles will be exempt from vehicle purchase tax; in terms of energy-saving cars, 2011- In 2015, medium and heavy hybrid vehicles will be halved on vehicle purchase tax, consumption tax, and vehicle and vessel tax.

Dong Yang, executive vice president of the China Association of Automobile Manufacturers, stressed that the promotion of electric vehicles cannot be caused by the recent discontinuation of the BYD electric taxi after the rear-end incident. At the same time, the development of electric vehicles should not be rushed too fast and should be actively explored and carefully studied. In the research of new batteries, security issues should be placed in the same or even more important position than performance.

Li Yizhong further called for the next step to increase investment in China's energy-saving and new energy vehicle technology innovation, and strengthen the leverage adjustment and guidance role of tax policies on industrial development, so as to establish a long-term and stable policy system of encouragement and restraint.
