With the gradual implementation of policy measures, the declining trend of key industries has been curbed, the overall stabilization has rebounded, the corporate restructuring has steadily progressed, the elimination of backward production capacity has increased, and the technological progress of enterprises has accelerated significantly.
The meeting pointed out that we must soberly realize that the implementation of adjustment and revitalization of key industries is a long-term task, and the results achieved so far are only preliminary and phased. There are still many difficulties at present, and the impact of sluggish international demand on key industries continues. The foundation for the recovery of some industries is still not solid, and the constraints on resources and environment are increasingly intensifying. It is very difficult to curb overcapacity, eliminate backwardness, optimize the layout, and accelerate the task of independent innovation. .
The meeting proposed that in the face of the new situation of environmental changes at home and abroad, we must firmly grasp the key points of adjusting the structure and changing the mode of development, further intensify efforts, improve and perfect policies and measures, accelerate system and mechanism innovation, and fully implement industrial adjustment. And revitalize the plan and strive to achieve new breakthroughs in improving the quality and efficiency of industrial development.
First, we must base ourselves on expanding domestic demand and consolidate the recovery of key industries. We will continue to implement home appliances to the countryside and automobile and home appliance trade-in policies, expand the scope of subsidies, and support the demonstration and promotion of new energy vehicles. Stabilize and expand foreign demand and guide enterprises to actively explore emerging markets.
Second, we must optimize the industrial layout, tighten market access, strengthen investment management, and do a good job of orderly transfer. Build advanced manufacturing bases and modern industrial clusters. Promote the transfer of electronic information, light industry, textile and other industries to the central and western regions.
Third, we must compress and ease excess capacity, accelerate the elimination of backward production capacity, and guide the healthy development of the industry. Resolutely control the total production capacity of steel, cement, electrolytic aluminum, coke, calcium carbide and other industries. Strengthen the constraints of safety, environmental protection, energy consumption, quality, and other indicators, and increase the cost of energy, resources, environment, and land for enterprises and projects with backward production capacity. Establish a carbon emission assessment index system for the steel industry and an energy conservation management system for automotive products, and start the construction of low-carbon technology demonstration projects in the petrochemical industry.
Fourth, we must focus on promoting corporate mergers and reorganizations to increase industrial concentration and corporate competitiveness.
Fifth, we must strengthen technological transformation in key areas and important links, upgrade and optimize traditional industries, and solidify the foundation for the development of strategic emerging industries.
Sixth, we must deepen reforms and study the establishment of systems and mechanisms that promote the adjustment of structures and change the mode of development. Guide leaders at all levels to change their concept of development, implement the responsibility system, enhance the awareness of corporate social responsibility, and ensure that planning is carried out in a safe and orderly manner.
