In order to thoroughly implement the "Notice of the State Council on Further Strengthening Enterprise Safety Production Work" (Guo Fa [2010] No. 23), with the promotion and application of advanced and applicable scientific research results as an effective way, vigorously promote the scientific and technological progress of production safety, prevent and contain production. In the event of major safety accidents and the improvement of the level of enterprise safety and security, the State Administration of Safety Supervision decided to organize the promotion and selection of “100-item†advanced and applicable technologies for safe production. The relevant matters are hereby notified as follows:
First, the selection principle
(1) Advanced applicable principles. Based on the "Eleventh Five-Year" scientific and technological achievements, the company aims at the safety production of enterprises, highlights the advancement, safety and reliability of technology, technology and equipment, and attaches importance to its applicability, practicability and stability.
(2) The principles of openness, fairness and justice. On the basis of voluntary declarations, the criteria, procedures and results of the selection process are publicly accepted and social supervision is accepted.
(3) The principle of industrialization. In line with the national industrial policy, it is conducive to promoting the transformation of safety science and technology into real productivity and real security support, and is conducive to promoting the upgrading of enterprise safety technology equipment.
Second, the scope of selection
Focus on coal mines, non-coal mines, hazardous chemicals, fireworks, occupational health, emergency rescue and other industries (areas), highlighting disaster monitoring and control, safe haven, safety protection, personal protection, special safety facilities, emergency rescue, safety Advanced technology for safe production required for production safety management equipment such as production management software.
Third, the conditions of application
Closely related to safety production, with independent intellectual property rights, advanced and applicable technology that has certain effects on preventing and containing production safety accidents, and meets one of the following conditions:
(1) Scientific research achievements of national, provincial and ministerial level science and technology plan projects (projects).
(2) Advanced and applicable technologies for obtaining scientific and technological achievements at the national, provincial and ministerial levels.
(3) The advanced and applicable technology listed in the national, provincial and ministerial level technology promotion catalogue.
(4) Advanced and applicable technologies for technical acceptance, appraisal, evaluation or patent registration and software copyright registration organized by relevant scientific and technological management departments of the state, the provincial and ministerial departments.
Fourth, selection criteria
Taking the advancement and applicability of technological achievements as the main indicators of selection criteria, the technical results of the declaration are integrated from the aspects of innovation, maturity, industrialization, technical standards, accident prevention and emergency rescue, awards and intellectual property rights. Evaluation. The technical achievements will be scored by the percentage system, and the selection will be based on the scores.
V. Selection process
(1) Unit declaration: Scientific research institutes, universities, enterprises and other units voluntarily declare, fill out the “Safety Production “Hundred Items†Advanced and Applicable Technology Declaration Form†(hereinafter referred to as “Declaration Formâ€, the format is shown in Annex 1), and report to the local province. Level safety supervision department or coal mine safety supervision organization.
(II) First-instance recommendation: The provincial-level safety production supervision department and the coal mine safety supervision organization shall firstly recommend the application materials. The large-scale enterprises under central management are recommended by the enterprise science and technology management department for preliminary examination.
(III) Expert review: The State Administration of Work Safety will organize relevant experts to review the applicable advanced technology related materials. The results of the review will be publicized.
(IV) Selection results: The selected “100-item†advanced and applicable technologies for safety production will be announced in the relevant media, and this will guide and promote the promotion and application of advanced and applicable scientific research results of safety production.
Six, the application requirements
(1) The relevant certification materials submitted for the declaration include copies of relevant documents, certificates, certificates and other materials (valid from January 1, 2008 to March 1, 2011), and the seal of the reporting unit is affixed.
(2) The selection of specific work is entrusted to the China Academy of Safety Production Science. All units are required to send 3 copies of the application materials together with the electronic version to the China Academy of Safety and Production Science before May 31, 2011 (subordinate units can send them directly).
