New regulations on environmental management of new chemical substances will be implemented next month

Sinochem New Network News On September 16, the Ministry of Environmental Protection issued a "Circular Concerning Issues Concerning the Registration of Environmental Management of New Chemical Substances". The notice pointed out that the "New Chemical Substances Environmental Management Measures" (Ministry of Environmental Protection "Order No. 7") will be formally implemented on October 15, the former State Environmental Protection Administration released on September 12, 2003 "New Chemical Substances Environmental Management Measures." (The former State Environmental Protection Administration "Order No. 17") was abolished at the same time.

In order to ensure the orderly continuation of the environmental management registration of new chemical substances, the notice made detailed provisions on the related matters of connection: the environmental management registration certificate for new chemical substances acquired under the 17th Order Procedure shall remain valid after October 15 this year until the new Chemical substances are listed in the “Inventory of Existing Chemical Substances in China”; as of October 14th, the original registration holder who has actually been producing or importing new chemical substances for 5 years must be within 3 months after the implementation of the No. 7 decree. The Chemical Registration Center of the Ministry of Environmental Protection submitted the first production or import evidence and applied for listing the new chemical substances in the list. Starting from September 30, the application for the normal reporting and exemption from reporting procedures under the requirements of Order 17 will no longer be accepted. Previously accepted applications for new chemical substances could not be registered before October 15, due to unqualified data, incomplete data, etc. The time for correcting data could be extended to April 15 of next year, according to the procedures of Order No. 17; Registered, according to the 7th order and related documents request.
