Faced with the enormous destructiveness of geological disasters, how to increase the comprehensive disaster reduction capacity and minimize disaster losses have become issues that we must consider and attach importance to. Moderator: What are the general characteristics of geological disasters in 2010? How can we think about it?
Guests: In 2010, China’s geological disasters suffered heavy losses and losses. There were a total of 30,670 disasters such as landslides, landslides, and mudslides in the country, causing 2915 deaths and disappearances, and direct economic losses of 6.4 billion yuan, 1.8 times and 5.0 times more than in 2009 respectively. And 2.6 times. It can be said that the most serious geological disaster since the founding of New China. There are four main characteristics: First, the debris flow caused a large number of casualties. A total of 1988 mudslides occurred in the country, accounting for 7% of the total number of land disasters, causing more than 2,300 deaths and disappearances, accounting for 80% of the total number of casualties. Second, casualties are concentrated in some areas in the west. From May to September, 5,283 geological disasters occurred in Gansu, Shaanxi, Yunnan, Sichuan, and Guizhou, causing 2,492 deaths and disappearances. Third, a large number of group geological disasters. From June to August, nearly 2,000 cases occurred in Guangxi, Fujian, Shaanxi, and Sichuan, causing nearly 200 deaths, disappearances, and substantial property losses. Fourth, the scope of geological disasters has increased. In addition to the southwest, northwest, southeast, and other areas prone to previous years, the number of geological disasters in Hainan, Jilin and other places has exceeded the sum of the previous years or even decades. In addition, most of the disasters that occurred in the past year were newly discovered geological hazards outside the monitoring group monitoring system.
The disaster in 2010 was extremely serious, but the effectiveness of disaster prevention was also very significant. Under the correct leadership of the State Council and the State Council, the local party committees and governments at all levels attached great importance and the relevant departments worked in close cooperation. The administrative departments at all levels of the land and resources system actively worked hard to organize disaster prevention and relief while organizing emergency investigations of potential hazards. To prevent greater casualties, no secondary disasters caused casualties in the whole year. A total of 1,166 geological disasters have been successfully forecast throughout the country. Nearly 100,000 people have been killed and direct economic losses have been lost by 1 billion yuan. This is the year since 1998 when the greatest number of casualties and property losses were successfully avoided.
In 2010, while we fully focused on prevention and emergency response, we formed a dedicated team and carefully studied and summarized past work, and conducted serious research on the institutional and institutional issues in the prevention and control work. At present, the situation of China's geological disaster prevention and control is still very severe. On the one hand, it is affected by special geological conditions, earthquakes, and frequent meteorological extremes. In the future, China's geological disasters will continue to exist with high frequency. On the other hand, our prevention and control system is still unsound, including insufficient investigation and evaluation work, relocation and avoidance of investment in engineering and management, and difficulty in meeting disaster prevention needs, low level of monitoring and early warning, and weak emergency response systems. In addition, the lack of awareness in local areas and the lack of preventive measures have prevented the situation in which the whole society has jointly carried out the prevention and control of geological disasters. Based on the summarization of studies, we have actively planned and worked hard to establish and improve a system for the prevention and control of geological disasters and enhance their prevention capabilities.
Moderator: Can you predict the situation of geological disasters this year, and what should be the focus of work?
Guests: From the beginning of the year, we organized a special team to study and judge this year's disaster prevention situation, and convened a national geohazard prevention and control expert to hold a conference on geological disaster prevention trends. Experts believe that in 2011, various factors such as the geo-geographical conditions, earthquakes, droughts, and rainfall that affect China’s geological disasters still exist, and the geological disaster prevention and control situation is still grim. From the perspective of regional precipitation, the areas in the southwest, northwest and southeast regions of Fujian, Zhejiang, the Three Gorges Reservoir, and Guangdong and Guangxi are still likely to be areas with high precipitation, and are also regions where the geological environment is relatively fragile.
In this situation, we issued a notice in March asking all localities to further strengthen the prevention and control of geological disasters and highlight the prevention and control of key periods and key areas. In April, the Ministry of Finance held a national video conference on prevention and control of geological disasters in the flood season to fully deploy disaster prevention and reduction work. In addition to requiring all localities to do a good job in the prevention and control of geological disasters, and conduct basic inspections and inspections, we have focused on requiring all localities to continue to improve their disaster prevention capabilities. The first is to further extend the warning and forecast of geological disasters to counties (cities, districts). Geological disasters that do not carry out this work are prone to frequent occurrences (prefectures, prefectures) and counties (cities, districts) to be completed this year. The second is to vigorously carry out drills of major geological hazards. For major hidden danger spots in schools, **, villages, bazaars and other places where people are crowded, at least one emergency hazard drill should be organized before the annual flood season. Through drills, the signals, routes, emergency shelter sites, etc., that have been evacuated by the masses are clearly identified, clear division of labor, clear responsibilities, and clear requirements are required. The third is to push forward the development of geological hazards group monitoring and prevention of “Shiyou County”, “five lines”, and grassroots “five positions” in order to further improve the ability of group surveying group defense and to play an important role in the group survey group defense system.
Judging from the current situation, all localities have implemented the department's office. From January to April, a total of 197 geological disasters occurred across the country, all of which were small and medium-sized disasters, resulting in 19 deaths, missing and economic property losses of 470 million yuan; successful prediction of 6 geological disasters, avoiding 6 34 casualties and 180 million. In the next step, we will continue to follow the deployment and arrangements at the beginning of the year and focus on prevention and control work after entry into the country. We will, in the form of inspections, urge and guide local governments to further implement disaster prevention measures.
Moderator: The Ministry of Land and Resources is vigorously carrying out geological disaster emergency drills across the country. What does this have to do with disaster prevention and reduction?
Guests: Doing a good job of emergency drills is an effective guarantee for dealing with emergencies. The Laws and Regulations of the People's Republic of China on Incidental Incidents, the National Emergency Response Plan for Public Emergencies, and the National Emergency Plan for Emergencies of Geological Disasters have all set clear requirements for conducting emergency drills. Strengthening emergency drills for sudden-onset geological disasters at the grass-roots level will help improve the awareness of disaster prevention and capacity for disaster prevention in local governments, relevant departments, grass-roots disaster prevention personnel, and the masses, and is an effective means to avoid and reduce the number of casualties. On the basis of summarizing the prevention and control of geological disasters in various regions, the Ministry of Science and Technology proposed a major hidden danger point for schools, **, villages, bazaars and other personnel-intensive places. At least one emergency hazard avoidance drill should be organized before the annual flood season.
On August 13, 2010, a large-scale mudslide disaster broke out in Qingping Township, Mianzhu City, Sichuan Province. As a result of an emergency drill conducted by the local people organized by the mudslides on August 11th, the company faced sudden landslides, monitoring and disaster prevention. Responsible persons and the general public respond calmly according to the preplans, properly handle them, and promptly organize people in the insurance area to evacuate in time to avoid major casualties. The Longchi Town in Dujiangyan City also performed emergency drills ahead of schedule and successfully transferred more than 1,700 tourists to a safe area before the outbreak of mudslides. Early emergency drills played an important role in successfully avoiding risks.
In early November of last year, the Ministry of Foreign Affairs of the People’s Republic of China explicitly requested the on-site conference on the prevention and control of geological disasters in Sichuan. In the future, the emergency drills should be carried out for all hazards that are included in the group survey group defense system. On November 26th, the Ministry of Foreign Affairs organized organizations of the Ministry of Land and Resources (Bureau) and Departments of Chongqing, Hebei, Sichuan, Guangxi, and Henan, and the China Geological Survey and its affiliates to hold "super large Geological disaster emergency drill." The drills were based on the emergency treatment of geological hazards in Guanling, Guizhou, Zhouqu, and Gongshan, Yunnan Province in 2010. In addition to mobilizing thousands of people around the potential geological hazards in Zhangjiakou, Chongqing and Changshou District, Chongqing, they also mobilized drills. On-site local emergency resources and land and resources system emergency vehicles, remote consultation systems, unmanned remote sensing aircraft (airships), emergency monitoring equipment, etc. participated in the drill. Moderator: The “Twelfth Five-Year Plan for National Economic and Social Development” proposes to speed up the establishment of a geological disaster investigation and evaluation system, monitoring and early warning system, prevention and control system and emergency response system. This year will be the beginning of the “Twelfth Five-year Plan”. After experiencing the exceptionally severe disaster in 2010, what kind of arrangements will we make for future geological disaster prevention?
Guests: *** The State Council attaches great importance to the prevention and control of geological disasters. ** The Central Committee’s “Proposal for Formulating the Twelfth Five-Year Plan for National Economic and Social Development”, the “Twelfth Five-Year Plan for National Economic and Social Development,” and the directives issued by the central leadership’s comrades clearly stated. It is necessary to speed up the establishment of an investigation and evaluation system for geological disaster-prone areas, monitoring and early-warning systems, prevention and control systems, and emergency response systems, and increase the efforts to tackle geological disasters in key regions. We conscientiously implemented and implemented the major decision-making arrangements made by the State Council and the State Council for the prevention and control of geological disasters in China. We will actively plan future disaster prevention work in light of the weaknesses in the prevention and control work.

Second, in accordance with the instructions of the leaders of the State Council, the government formulated policies and measures to strengthen the prevention and treatment of geological disasters, and proposed the guiding ideology, basic principles, general requirements, and main objectives for the prevention and control of geological disasters in the coming period. In response to the weak links in the current prevention and control work, targeted tasks and measures have been proposed for comprehensively conducting investigations and assessments of hidden dangers, strengthening monitoring and early warning, comprehensively taking preventive measures, and strengthening emergency rescue. In view of the prominent problems in the prevention and control work, from the perspective of establishing and improving the safeguard mechanism for prevention and treatment, specific measures have been put forward to implement regulations and standards, strengthen team construction, increase capital investment, promote scientific and technological innovation, and carry out popularization of popular science education. From the point of view of streamlining the management system, the specific requirements for strengthening organizational leadership and coordination, establishing local governments at all levels for disaster prevention, and strengthening communication and coordination among departments were proposed.

Moderator: The prevention and control of geological disasters is a matter of the whole society. It is a systematic project and requires the participation of governments at all levels, various departments, and the whole society. How can this situation of mutual participation be formed?
Guests: Carrying out the prevention and control of geological disasters is a systematic project involving investigation and evaluation, monitoring, early warning and forecasting, emergency rescue and disaster relief, avoidance and project management, and publicity and education. It requires strong leadership from party committees and governments at all levels, close cooperation with relevant departments, and society. The utmost support from all walks of life. How to form a situation in which the entire society participates in the prevention and control of geological disasters is one of the core requirements of the "Regulations on the Prevention and Control of Geological Hazards," and it is also a problem that we have been researching and trying to solve for a long time.
First of all, all levels of government must pay great attention to it and earnestly shoulder the responsibility of leading the prevention and control of geological disasters. The "Regulations on the Prevention and Control of Geological Hazards" stipulates that the land and resources department of the local people's government at the county level shall be responsible for the organization, coordination, guidance, and supervision of the prevention and control of geological disasters within the administrative area. The responsibility of the local government for disaster prevention has been very clear. It is necessary to improve the system and mechanism in accordance with the overall deployment and requirements of the country and do a good job in the prevention and control of geological disasters in the region.
Second, it is necessary to implement the responsibility for the prevention and control of geological disasters in the relevant departments and prevention and control entities. In the process of rapid economic development in China, a large number of landslides and other geological disasters have been induced by the construction of Lushan roads, Jianpo houses, reservoir storage, etc., and geological disasters that may be caused by these man-made engineering activities are subject to the “Regulations on Prevention and Control of Geological Disasters”. Reaffirm the responsibilities of various departments, systems, and specific responsible persons, do a good job in assessing the risk of geological disasters, and build necessary geological disaster management projects.
Again, the prevention of geological disasters is the responsibility of the whole society, including every unit and individual. There are three aspects here. One is the requirement of the public. When discovering the dangers or disasters of geological disasters, each unit and individual should immediately report to the local people's government or the department of land and resources management. This is the most basic requirement. Second, units and people affected by disasters should actively cooperate with disaster prevention and disaster avoidance. Third, local governments must do a good job of publicizing the prevention and control of geological disasters to the public, so that every citizen has knowledge of geological disaster prevention and control, take the initiative to avoid disasters, and actively prevent disasters. At the same time, we must create some conditions, provide preferential policies, attract the public to participate in the prevention and control of geological disasters, solve the problem of single investment channels and inadequate funds for prevention and control. This is also one of the contents of the new mechanism for the prevention and control of geological disasters that we are currently exploring.
