During the second session of the non-ferrous metal industry seminar held here, many experts and business figures interviewed said that China has become a global leader in renewable non-ferrous metals industry, but industrial development still needs to overcome multiple difficulties.

According to Shang Fushan, vice president of the China Nonferrous Metals Industry Association and president of the Recycling Metals Branch, from 2000 to 2009, the output of major non-ferrous metals such as recycled copper, recycled aluminum, and recycled lead increased by an average of 27% annually, from 720,000 tons in 2000. Increased to 6.33 million tons in 2009. In 2009, the output of non-ferrous metals mainly accounted for 24.3% of the output of 10 non-ferrous metals in the same year, which is equivalent to the total output of ten non-ferrous metals in the country 10 years ago. In 2010, the output of ten non-ferrous metals reached 31.35 million tons, an increase of 20.4% over the same period of last year. Among them, refined copper reached 4.57 million tons, an increase of 11.3% over the same period of last year. The primary aluminum was 16.19 million tons, a year-on-year increase of 26.1%, lead was 4.2 million tons, an increase of 13.3%, and zinc was 5.16 million tons, a year-on-year increase of 18.5%.

The output of reclaimed metals used by Shangfushan in the total output of non-ferrous metals “has one of the four points in the world” and the consumption of recycled metal in the total consumption of non-ferrous metals “has one of the three points in the world” to describe the status of renewable non-ferrous metals in China.

However, experts pointed out that the problems that currently plague China’s regeneration of the non-ferrous metals industry are still not small, focusing on the low degree of industrial concentration, the backwardness of technical equipment, and the shortage of raw materials.

According to incomplete statistics, there are currently more than 300 recycled lead companies in China, but the average production capacity is only 4,100 tons; there are only two renewable copper companies with an annual output of more than 100,000 tons, and the annual output of most enterprises is less than 30,000 tons; The annual output of aluminum enterprises reaches more than 300,000 tons, and the annual output of small enterprises is only a few hundred tons. The lack of access management in the industry, the uneven level of development, and the unregulated market competition have not yet fundamentally changed.

Li Shilong, vice president of the China Nonferrous Metals Industry Association's Recycling Metals Branch, said: "China's renewable non-ferrous metals industry is lagging behind in technology and equipment, and the environmental protection situation is grim. Key indicators such as comprehensive energy consumption, pollutant emissions, and resource recycling and utilization are significantly different from developed countries. Many small and medium-sized enterprises in the reclaimed copper industry still use backward fixed anode furnaces. The capacity of small and medium-sized enterprises in the recycled lead industry accounts for 50% of the total. Most of them use manual dismantling of waste lead-acid batteries, and waste lead acid liquids are dumped at will, causing significant environmental pollution. Hidden danger."

The supply of scrap metal raw materials is tight. China's non-ferrous metal consumption ranks the world's leading position, and it is relatively short-lived. The stock of waste non-ferrous metal resources is relatively insufficient, and the waste non-ferrous metal raw materials mainly rely on foreign imports. In 2009, China imported 6.65 million tons of waste non-ferrous metals (in kind). With the development of the international renewable resources industry, competition for used non-ferrous metal resources has become increasingly fierce. The increasing shortage of waste non-ferrous metal raw materials has become an important factor restricting the rapid development of China's renewable non-ferrous metals industry.

Constraints on the primary mineral resources of non-ferrous metals have continued to increase. China's important non-ferrous metal mineral resources rely on the degree of foreign dependence on the rise year by year. Currently, about 65% of copper raw materials, about 55% of aluminum raw materials, and about 30% of lead-zinc raw materials are imported, and there is a trend of further expansion.

Experts here predict that during the "12th Five-Year Plan" period, as China's demand for non-ferrous metals increases, the renewable non-ferrous metals industry will usher in a golden period of rapid development. At present, the Central Government of China is introducing a series of measures to promote the healthy development of the entire industry.

Zheng Yang, head of the Solid Waste Management Center of the Ministry of Environmental Protection of the People's Republic of China, introduced that China has already issued dozens of regulations and management methods that are closely related to the regeneration of non-ferrous metals. These management measures will raise the threshold for the development of recycled non-ferrous metals and standardize management. In order to avoid the possibility of encountering various “foreign garbage” in the development of the industry.

Shang Fushan believes that increasing industrial concentration is a top priority. By 2015, China will form a batch of large-scale enterprises with an annual output of over 100,000 tons in the recycled copper and recycled aluminum industries, and a batch of large-scale enterprises with an annual output of 50,000 tons or more will be formed in the recycled lead industry. The top 10 companies have an industry concentration of more than 50%, and cultivate and form a key area for the development of a number of industries. The proportion of their production capacity exceeds 80%.

It is also of utmost importance to improve the overall equipment technology level. By 2015, the overall technical and equipment level of the industry will increase significantly. The pretreatment technology for mechanized dismantling of used non-ferrous metals is widely used, and the level of utilization of classification is further enhanced.
